The House voted Wednesday to approve a $3 billion loan for Detroit, with Michigan governor Rick Snyder among those who spoke.
The vote was 248-191, with Democrats supporting the measure.
The House passed a $1.1 billion aid package for the city last month.
The House approved a $6.2 billion package for Detroit last month, including $3bn for emergency loans and $1 billion for citywide infrastructure.
Democrats had asked for $3 trillion, which would have been the largest bailout package in the history of the United States.
The Senate is expected to take up the bailout bill Thursday, after passing the bill last month with no Democratic support.
